    Equal Treatment of Faith-Based Organizations Act of 2020 This bill provides statutory authority for certain restrictions on conditions for financial assistance and program participation imposed by the Department of Health and Human Services (HHS) with respect to faith-based organizations. Specifically, HHS shall not impose specified conditions on faith-based organizations regarding the receipt of HHS funds or the participation in HHS programs, such as requirements to disclose religious affiliation, if those conditions are not imposed on organizations that are not faith-based. In addition, HHS shall not require any organization to refer a beneficiary who objects to the religious character of that organization to an alternative provider. States and local governments that administer HHS funds must adhere to these requirements, as well. Under current law, these restrictions apply to HHS financial assistance and programs through an executive order concerning the administration of federal grants and programs related to faith-based organizations.

    Ensuring Vaccination and Treatment Affordability Act This bill requires COVID-19 (i.e., coronavirus disease 2019) vaccines and treatment, as well as treatment for conditions that may complicate COVID-19 treatment, to be covered without cost-sharing under the Children's Health Insurance Program (CHIP) and Medicaid. Additionally, the bill includes vaccines for COVID-19 in the Vaccines for Children (VFC) Program. The VFC Program provides free vaccinations to individuals 18 years of age or younger who are uninsured or underinsured (i.e., with limited or no insurance for vaccines), are eligible for Medicaid, or are American Indians or Alaskan Natives.

    Ensuring Treatment for COVID Act This bill requires state Medicaid programs to cover treatment for COVID-19 (i.e., coronavirus disease 2019). State Medicaid programs must also cover COVID-19 testing and treatment for uninsured individuals. (Currently, state Medicaid programs are required to cover COVID-19 testing for enrollees and have the option to cover testing for uninsured individuals.) Coverage must be provided with no cost-sharing. Additionally, state Medicaid programs may not impose cost-sharing for COVID-19 vaccines.

    Alternatives to Detention Act of 2019 This bill requires the Department of Homeland Security (DHS) to establish programs for providing alternatives to detaining individuals under the immigration laws, including community-based supervision and community support programs. DHS may not detain and must place in an alternative detention program individuals deemed members of a vulnerable population (e.g., asylum seekers, pregnant or nursing women, or crime victims), a parent of a child under age 18, or a caregiver. DHS shall not use alternative detention programs for (1) aliens subject to mandatory detention, or (2) aliens where release on bond or recognizance is deemed to be sufficient. DHS shall establish the position of Coordinator of Alternatives to Detention and Family Reunification to coordinate the use of alternative detention programs and to reunify parents with children separated from them. Executive departments shall cooperate with the coordinator to the greatest extent practicable to facilitate the performance of the coordinator's mission.

    Alternative Fuel Tax Credit Extension Act of 2019 This bill extends and phases out the tax credit for alternative fuels used as a motor fuel, including compressed, liquefied, and renewable natural gas. It provides for a credit equal to the product of (1) 50 cents and the number of gallons of alternative fuel used in certain vehicles before January 1, 2025, and (2) 25 cents for 2025 through 2026. The credit terminates after 2026. The bill also extends outlay payments of such credit through 2026.

    Increase Transportation Alternatives Investment Act of 2019 This bill directs the Department of Transportation (DOT) to ensure that states give preference under the Surface Transportation Block Grant Program to eligible projects that (1) are located in areas that are undergoing extensive repair or reconstruction of transportation infrastructure, including federal-aid highways, federally owned roads open for public travel, passenger rail facilities, and public transportation facilities; and (2) will provide transportation alternatives related to the closure of transportation infrastructure in such areas. DOT shall (1) carry out a competitive grant program to support community efforts to invest in transportation alternatives; and (2) give preference in awarding grants to projects located in such areas. Entities eligible for grants include state and local governments, metropolitan planning organizations, and rural planning organizations.

Metropolitan planning organizations that serve an urbanized area with a population of 200,000 or fewer are eligible for funding. The bill also directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.

    Chronic Kidney Disease Improvement in Research and Treatment Act of 2019 This bill addresses Medicare coverage for and access to treatment for chronic kidney disease. Specifically, the bill modifies provisions related to coverage by (1) allowing certain Medicare beneficiaries who have End Stage Renal Disease to enroll in Medicare supplemental policies, and (2) establishing new Medicare payment structures for renal dialysis services. Among other changes, the bill (1) provides for alternative payment methodologies for certain new drugs, biologics, and devices that are renal dialysis services; (2) revises quality measures; (3) establishes an incentive payment methodology; and (4) increases access to kidney disease education services. In addition, the bill requires information sharing between hospitals and renal dialysis centers in some circumstances as well as federal studies on issues related to kidney disease, including the use of palliative care and ways to increase transplantation rates. The Department of Health and Human Services may also award National Health Services Corps scholarships and loan repayment to nephrology health professionals.
