Bill Summary

The "Rescissions Act of 2025" is a piece of legislation aimed at rescinding specific budget authority that was proposed for rescission by the President in a special message to Congress on June 3, 2025. This act utilizes the procedures established under the Congressional Budget and Impoundment Control Act of 1974.

Key provisions of the Act include:

1. **Immediate Effect**: The rescissions will take effect immediately upon enactment.
2. **Specific Budget Cuts**: The bill outlines a series of rescissions totaling over $6 billion across various categories, primarily affecting international contributions, global health programs, and bilateral economic assistance. Notable rescissions include significant cuts to funds for international organizations, peacekeeping activities, and development assistance.
3. **Permanent Rescissions**: Some amounts, particularly related to migration and refugee assistance, are permanently rescinded, meaning those funds will no longer be available for their intended purposes.

Overall, the Act reflects a legislative effort to adjust federal spending priorities by eliminating certain budgetary allocations as proposed by the President.

Possible Impacts

The "Rescissions Act of 2025" described in the legislation rescinds significant funding across various programs, which can affect people in several ways:

1. **Impact on Global Health Initiatives**: The rescission of $500 million from "Global Health Programs" and $400 million from additional health-related appropriations could lead to reduced funding for critical health initiatives, such as vaccination programs, disease prevention strategies, and health infrastructure development in low-income countries. This could result in increased disease transmission, higher mortality rates, and a setback in global health advancements.

2. **Reduction in Humanitarian Assistance**: The rescission of $800 million from "Migration and Refugee Assistance" and $496 million from "International Disaster Assistance" may lead to diminished support for refugees and those affected by humanitarian crises. This could mean fewer resources for food, shelter, and medical aid, exacerbating the suffering of vulnerable populations and potentially leading to increased displacement and instability in regions already facing crises.

3. **Effects on International Peacekeeping and Development**: The rescission of funds allocated for contributions to international peacekeeping activities ($203 million and $158 million) and development assistance ($2.5 billion) could hinder efforts to stabilize conflict regions, promote democracy, and support economic development. This may lead to prolonged conflicts, increased violence, and a lack of support for democratic institutions, ultimately affecting global security and economic stability.
