Bill Summary

This legislation, the Congressional Budget and Impoundment Control Act of 1974, is being amended to require that any cost estimate for a bill or joint resolution prepared by the Congressional Budget Office (CBO) must include the cost to each citizen of the United States for carrying out the proposed measure. This means that when the CBO calculates the financial impact of a bill or resolution, they must also consider the cost to individual citizens. This information must be included in the estimate for both total federal spending and total federal debt. This amendment aims to provide more transparency and accountability for how government spending affects individual citizens.

Possible Impacts

1. The bill could potentially increase transparency and accountability in government spending by requiring the Congressional Budget Office to include the cost to each citizen in their estimates. This could affect people by making them more aware of how government spending affects their individual tax burden.

2. The bill could potentially cause political debate and disagreement, as some citizens may feel burdened by the increased cost to them in the estimates. This could affect people by causing tension and division within the country.

3. The bill could potentially lead to changes in government policies and spending decisions, as lawmakers may take into account the cost to citizens when considering new legislation. This could affect people by potentially influencing the availability of certain government services or programs in their communities.
