Bill Summary

This legislation is called the "Modernizing Retrospective Regulatory Review Act" and it was enacted by the United States Senate and House of Representatives. The purpose of this bill is to improve the process of reviewing federal regulations, and it also includes other provisions. In section 2, the bill defines various terms, such as "agency" and "retrospective review of a regulation," which is a review of regulations after they have been issued. The bill also requires a report to be submitted to Congress within 180 days on the progress of making regulations available in a machine-readable format. Additionally, within 18 months, guidance must be issued on how agencies can use technology to more efficiently and accurately conduct retrospective reviews. Two years after the enactment of the bill, each agency is required to submit a plan for implementing the guidance, including identifying regulations that need to be reviewed and any necessary information or data. Within 180 days of submitting the plan, the agency must implement the strategy for conducting retrospective reviews.

Possible Impacts

1. The legislation could affect people by increasing transparency and accessibility to government regulations. The provision for making regulations available in a machine-readable format could make it easier for the public to understand and comply with these regulations, potentially reducing compliance costs and confusion for individuals.
2. The legislation could also affect people by potentially reducing burdensome or redundant regulations. By requiring agencies to conduct retrospective reviews and identify regulations that are obsolete or ineffective, the legislation could lead to a more streamlined and efficient regulatory system, potentially saving time and resources for individuals who must comply with these regulations.
3. The legislation could also affect people by promoting the use of technology, such as algorithmic tools and artificial intelligence, in conducting retrospective reviews. This could potentially make the review process more accurate and cost-effective, potentially reducing the burden on individuals who are impacted by these regulations.
