Bill Summary

This legislation, known as the "Renewable Fuel Feedstock Reimbursement Act of 2020," aims to direct the Secretary of Agriculture to establish a program that will reimburse eligible entities for purchasing renewable biomass intended for use in producing renewable fuel. The program will be funded by the Commodity Credit Corporation and will provide payments to eligible entities for purchases made between January 1, 2020 and March 31, 2020. The amount of the payment will be 75% of the purchase price of the feedstock. Eligible entities must enter into an agreement with the Secretary and provide proof of their purchases to receive the payment. The Secretary is required to submit a report to Congress on the payments made and will also be responsible for establishing regulations for the program. These regulations will be exempt from certain administrative procedures to ensure the timely implementation of the program.

Possible Impacts

1. The Renewable Fuel Feedstock Reimbursement Act of 2020 could provide financial support for eligible entities, such as renewable fuel producers, by reimbursing them for the cost of purchasing eligible feedstocks. This could potentially benefit individuals who work for or own such entities, as well as the broader renewable energy industry.

2. The Act could also lead to an increase in the production of renewable fuels, which may have a positive impact on the environment and reduce dependence on non-renewable resources. This could benefit people by potentially improving air quality and promoting sustainability.

3. The Act may have an impact on the price of transportation fuel, as eligible entities are required to use renewable fuel as transportation fuel. This could affect individuals who rely on transportation for their daily activities, such as commuting to work or school. They may see a decrease in fuel prices, but also potentially an increase in the cost of transportation if the production of renewable fuels is not cost-effective.
