Bill Summary
The ELECT Act of 2020 is a bill proposed to Congress with the goal of reducing federal spending and reallocating funds towards the strategic national stockpile to acquire unexpired personal protective equipment, such as face masks. It aims to achieve this by terminating taxpayer financing of presidential election campaigns, which includes the designation of income tax payments and the presidential election campaign fund. The bill also calls for the remaining funds in these accounts to be transferred to the Department of Health and Human Services for the acquisition of personal protective equipment. The act will only apply to taxable years beginning after December 31, 2019, and will not affect any presidential election after the date of its enactment. The bill includes clerical amendments to the Internal Revenue Code to reflect the termination of these accounts.
Possible Impacts
1. The "Eliminating Leftover Expenses for Campaigns from Taxpayers (ELECT) Act of 2020" could significantly impact politicians and their campaigns as it would terminate taxpayer funding for presidential election campaigns. This could result in less money available for campaigning and could potentially limit the ability of certain candidates to run for office.
2. The legislation could also have an impact on taxpayers as it would no longer require them to designate a portion of their income taxes to go towards funding presidential campaigns. This could potentially result in a decrease in taxes for some individuals, while others may see an increase in taxes.
3. The bill could also affect the Department of Health and Human Services as it would require the transfer of any remaining funds from the presidential election campaign fund to be used for acquiring personal protective equipment for the strategic national stockpile. This could potentially increase the availability of critical equipment during times of public health emergencies.
