Bill Summary

The resolution (H. RES. 682) provides the procedural framework for the House of Representatives to consider two bills:

1. **H.R. 3838** - This bill authorizes appropriations for the Department of Defense's military activities, military construction, and certain defense activities of the Department of Energy for fiscal year 2026. It also sets military personnel strengths for that year. The resolution allows for limited debate and amendment procedures, specifying how amendments can be introduced and ensuring that all points of order against considering the bill are waived.

2. **H.R. 3486** - This bill amends the Immigration and Nationality Act to increase penalties for individuals who illegally enter or re-enter the United States after being removed. The resolution also waives points of order against this bill and incorporates specific amendments recommended by the Committee on the Judiciary.

Overall, the resolution outlines the structure for debating and amending these bills, aiming for efficient consideration and minimizing procedural obstacles.

Possible Impacts

The legislation outlined in the resolution has implications for various groups of people. Here are three examples of how it could affect individuals:

1. **Military Personnel and Their Families**: The bill (H.R. 3838) authorizes appropriations for military activities and personnel strengths for the fiscal year 2026. This could lead to increased funding for military operations, training, and support services, which may enhance the resources and benefits available to active-duty military personnel and their families. This might include improvements in housing, healthcare, and educational opportunities, ultimately improving their quality of life.

2. **Immigrants and Individuals Facing Deportation**: The second part of the resolution addresses amendments to the Immigration and Nationality Act (H.R. 3486), which proposes to increase penalties for individuals who illegally enter and reenter the United States after being removed. This legislative change could lead to harsher consequences for undocumented immigrants, potentially resulting in increased deportations and legal repercussions for those affected. Individuals who have previously been removed and attempt to return may face more severe legal challenges, impacting their lives and families significantly.

3. **Defense Contractors and Related Industries**: The authorization of appropriations for military activities may benefit defense contractors and related industries that work with the Department of Defense and the Department of Energy. Increased funding could lead to new contracts, job creation, and economic growth in sectors tied to defense and military construction. Employees in these industries may see increased job security and opportunities for advancement as a result of higher investments in military-related projects.

These examples illustrate the diverse range of individuals and groups that could be impacted by the legislation.
