Bill Summary

The resolution outlines the procedural steps for the House of Representatives to consider the joint resolution H.J. Res. 143, which aims to enable Congress to advance important policies. Upon adoption of this resolution, the House will immediately begin debating H.J. Res. 143, with all points of order against its consideration waived, facilitating a smoother legislative process.

Key provisions include:

1. **Amendments**: An amendment submitted by the ranking minority member of the Committee on Rules, if received in the designated timeframe, will be automatically adopted. If multiple amendments are submitted, only the last one will be considered. The joint resolution will then be treated as read with the adopted amendments.

2. **Debate Structure**: The debate on H.J. Res. 143 will be limited to one hour, equally divided between the majority and minority leaders, followed by a motion to recommit.

3. **Title Amendments**: After the passage of H.J. Res. 143, any amendment to its title submitted by the ranking minority member will also be automatically adopted, following the same rules for multiple submissions.

4. **Rule Exceptions**: Certain procedural rules (Clause 1(c) of Rule XIX and Clause 8 of Rule XX) will not apply to this consideration, allowing for flexibility in debate and amendments.

5. **Communication to the Senate**: The Clerk is required to inform the Senate of the House's passage of H.J. Res. 143 within three days.

Overall, the resolution streamlines the legislative process for H.J. Res. 143, ensuring that important policy advancements can be debated and voted on efficiently.

Possible Impacts

The resolution described in the provided text outlines a procedural framework for considering a joint resolution (H.J. Res. 143) in the House of Representatives. Here are three examples of how this legislation could affect people:

1. **Accelerated Legislative Process**: By waiving points of order against the consideration of the joint resolution and limiting debate to one hour, the legislation allows for a quicker decision-making process. This could benefit constituents by enabling faster implementation of policies that may address urgent issues, such as economic relief, public health measures, or environmental protections, potentially leading to positive impacts on their daily lives.

2. **Inclusion of Minority Perspectives**: The provision allowing an amendment from the ranking minority member of the Committee on Rules to be considered as adopted reflects a degree of bipartisan input in the legislative process. This could lead to more balanced legislation that takes into account a wider range of views and interests, which may ultimately result in policies that better serve diverse populations and mitigate partisan conflicts.

3. **Clarity and Transparency in Legislative Actions**: The resolution mandates that the Clerk of the House transmit a message to the Senate within a specified timeframe after the passage of H.J. Res. 143. This ensures that the legislative process remains transparent and that the Senate is promptly informed of the House's actions. For the general public, this clarity can enhance trust in governmental operations and provide citizens with timely information about new policies that may affect them.
