Bill Summary

The proposed legislation aims to amend the National Quantum Initiative Act by requiring the Subcommittee on Quantum Information Science of the National Science and Technology Council to submit a biennial report. This report will detail the progress made in implementing the national workforce strategic plan related to quantum information science. It will be submitted to the President, the Advisory Committee, and relevant congressional committees. The report must cover the advancements achieved, challenges faced, and any planned updates to meet changing workforce needs in the field. This amendment seeks to enhance accountability and transparency regarding the development of the quantum workforce in the U.S.

Possible Impacts

The legislation outlined in the proposed amendment to the National Quantum Initiative Act could affect people in several ways. Here are three examples:

1. **Workforce Development and Job Creation**: The requirement for biennial reports on the progress of the Subcommittee on Quantum Information Science may lead to more strategic investments and initiatives aimed at developing a skilled workforce in quantum technologies. This could result in increased job opportunities for individuals with expertise in quantum computing, quantum information science, and related fields, thereby fostering career growth for students and professionals entering the tech industry.

2. **Informed Policy Making**: The transparency mandated by the biennial reports could enhance accountability and informed decision-making by Congress and the President regarding funding and support for quantum research and education programs. By understanding the challenges faced and the progress made, policymakers can better allocate resources and create relevant legislation that directly impacts communities, educational institutions, and research organizations engaged in quantum science.

3. **Public Awareness and Engagement**: The process of reporting progress and challenges in implementing the national workforce strategic plan may encourage greater public interest and engagement in quantum technologies. As the reports highlight advancements and workforce needs, educational institutions may respond by developing specialized programs or courses. This can lead to increased awareness among students and the general public about the significance of quantum science, potentially inspiring a new generation to pursue careers in this cutting-edge field.
