Bill Summary

The "Flood Resiliency and Land Stewardship Act" is a proposed amendment to the Food Security Act of 1985. Its primary objective is to enhance the Regional Conservation Partnership Program (RCPP) by including flood prevention and mitigation measures as key purposes of the program. Specifically, the legislation aims to address natural resource concerns on regional or watershed scales by emphasizing the conservation and sustainable use of soil, protection of water resources, and the improvement of flood resilience. In summary, it seeks to bolster efforts in land stewardship to better prepare for and respond to flooding and drought, while also promoting the conservation of wildlife and agricultural lands.

Possible Impacts

The proposed "Flood Resiliency and Land Stewardship Act" could affect people in several ways:

1. **Enhanced Agricultural Security**: Farmers and agricultural producers may benefit from improved flood prevention measures that reduce the risk of crop loss due to flooding. By promoting the conservation and sustainable use of soil and water, the legislation can help ensure that farmers maintain productive lands, thereby supporting their livelihoods and food security for communities.

2. **Improved Water Quality and Availability**: The focus on the conservation and protection of water resources, including drinking water and groundwater, can lead to better water quality for local residents. This could reduce health risks associated with contaminated water supplies and ensure that communities have reliable access to clean water, which is essential for both drinking and agricultural use.

3. **Increased Community Resilience to Natural Disasters**: By emphasizing flood mitigation and improvement of flood resiliency, the legislation could enhance the preparedness and response capabilities of communities facing natural disasters. Residents in flood-prone areas may experience reduced damage to their homes and infrastructure, leading to lower recovery costs and a quicker return to normalcy following flood events.
