Bill Summary
This legislation, known as the "Syria Terrorism Threat Assessment Act," directs the Secretary of Homeland Security to conduct a threat assessment of terrorist threats to the United States posed by individuals in Syria who are affiliated with a Foreign Terrorist Organization or a Specially Designated Global Terrorist Organization. The threat assessment will include information on the individuals' country of origin, the organization they are affiliated with, and the Department's capabilities and challenges in identifying and monitoring them. The Secretary will also be required to inform Congress of the threat assessment within 60 days of the enactment of the Act. The Act defines "appropriate congressional committees" as the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate. Additionally, it defines a "foreign terrorist organization" as an organization designated as such under section 219 of the Immigration and Nationality Act, and a "specially designated global terrorist organization" as an organization designated by the Secretary of State or the Secretary of the Treasury under Executive Order 13224. The purpose of this legislation is to better understand and address the threat of terrorism from Syria and to inform Congress of the Department's actions to mitigate and prevent such threats.
Possible Impacts
1. Individuals in Syria who have an affiliation with a designated foreign terrorist organization may face increased scrutiny and monitoring by the Department of Homeland Security.
2. The Secretary of Homeland Security may take action to prevent individuals in Syria with ties to designated global terrorist organizations from entering the United States.
3. The appropriate congressional committees will be informed and briefed on the threat assessment, which may lead to further legislation or policy changes related to terrorism.
