Bill Summary

This is a bill that aims to amend a previous law, the Food, Conservation, and Energy Act of 2008, in order to clarify that funds provided under the storage facility loan program can be used for propane storage. The bill is also known as the "Growing Rural Agricultural Infrastructure Needs to Deliver Rising Yields Act" or the "GRAIN DRY Act". The amendment specifically states that the funds can be used for agricultural producers to construct or upgrade storage facilities for propane that is primarily used for agricultural production. This definition of agricultural production is based on the Code of Federal Regulations. Overall, the bill aims to support and improve rural agricultural infrastructure by allowing farmers to access funds for propane storage.

Possible Impacts

1. This legislation could affect farmers who rely on propane for their agricultural production. By amending the storage facility loan program to include propane as an eligible use, it may make it easier for farmers to access funds for constructing or upgrading their storage facilities, thus increasing their access to propane and potentially improving their yields.

2. The legislation could also affect people who live in rural areas and rely on propane for heating their homes. By including propane as an eligible use for funds, it may incentivize the construction of more storage facilities in these areas, potentially leading to greater availability and potentially lower prices for propane.

3. The legislation could also affect the environment and energy conservation efforts. By specifically targeting the storage of propane for agricultural production, it may encourage the use of propane as a cleaner and more sustainable alternative to other fuels, potentially reducing the carbon footprint and impact on the environment of agricultural activities.
