Bill Summary

The Urban Canal Modernization Act is a bill that aims to amend the Omnibus Public Land Management Act of 2009 to give the Secretary of the Interior the authority to perform certain extraordinary operation and maintenance work on urban canals of concern. This bill defines an "urban canal of concern" as a transferred works or segment of a transferred works that, if it were to fail, would result in significant harm to human life and property. The bill also outlines the process for determining the need for and funding of such work on urban canals of concern, with the federal government covering 35% of the cost and the rest being repaid by the transferred works operating entity.

Possible Impacts

1. This legislation could affect people living near urban canals of concern, who may face increased risks and damage from potential canal failures.
2. The responsible Bureau of Reclamation regional or area office may be affected by having to designate and classify certain canal reaches as urban canals of concern.
3. The transferred works operating entity may be affected by the requirement to perform and fund extraordinary operation and maintenance work on urban canals of concern, potentially impacting their budget and resources.
