Bill Summary

This legislation, known as the "Sustainable Communities Act of 2019," authorizes the Secretary of Housing and Urban Development, in conjunction with the Secretary of Transportation, to carry out a Sustainable Communities Initiative. This initiative aims to improve regional planning efforts by integrating housing and transportation decisions and promoting sustainable land use practices. The act also establishes two grant programs: Regional Integrated Planning Grants, which support coordinated planning in metropolitan areas, and Community Challenge Planning Grants, which help local governments reform building codes and zoning ordinances to promote affordable and sustainable communities. The Secretary must submit a plan to Congress outlining grant criteria and performance measures, and research and evaluation efforts will be conducted to assess the effectiveness of the grant programs. The legislation authorizes $150 million in appropriations for fiscal years 2020 and 2021 to carry out these initiatives.

Possible Impacts

1. The Sustainable Communities Act could provide funding for improvements in housing and transportation planning, potentially leading to more affordable and sustainable living options for individuals and families.
2. The Act could also lead to changes in building codes and zoning ordinances, which could impact the types of housing and businesses allowed in certain areas and affect property values and community development.
3. The allocation of funds for research and evaluation could help gather data on the success and effectiveness of the Sustainable Communities Initiative, potentially influencing future decisions and policies related to urban planning and development.
