Bill Summary

The "Periodically Listing Updates to Management Act of 2020" or "PLUM Act of 2020" is a bill that was introduced in the United States Congress to amend title 5 of the United States Code. This bill was created in order to modernize the practice of publishing the "Plum Book," which is a publication that contains data on over 9,000 Federal civil service leadership and support positions in the legislative and executive branches of the Government. The purpose of this bill is to enhance transparency and improve the frequency, accuracy, and accessibility of data on individuals filling government policy and supporting positions.

The main provision of this bill is the establishment of a public website, to be maintained by the Director of the Office of Personnel Management, that will contain information on government policy and supporting positions. This website will include data on the agency and component in which the position is located, the name of the position, the name of the individual occupying the position, the geographic location of the position, the pay system and level of the position, and whether the position is vacant. The information will be provided by each agency and will be made publicly available and searchable in a machine-readable format.

The bill also includes provisions for agencies to comply with the instructions and guidance from the Director, as well as for the Director to verify the completeness, accuracy, and reliability of the information on the website. The Comptroller General will also conduct a review on the implementation of this bill and provide suggestions for its enhancement.

Ultimately, the PLUM Act of 2020 will replace the traditional publication of the "Plum Book" with a modern and accessible public website for information on government policy and supporting positions.

Possible Impacts

1. The PLUM Act of 2020 would require agencies to provide updated information on government policy and supporting positions, making it easier for the public to track who is serving in these positions and their terms. This could potentially increase transparency and accountability in government appointments.
2. The establishment of a public website containing information on government policy and supporting positions could also make it easier for individuals to apply for these positions, as they would have access to information on vacancies and appointment requirements.
3. The PLUM Act's requirement for agencies to upload information on appointees to the public website could potentially increase pressure on the government to ensure diversity and representation in these positions.
