To authorize the President to recognize the Tibet Autonomous Region of 
the People's Republic of China as a separate, independent country, and 
                          for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Free Tibet Act of 2020''.

SEC. 2. STATEMENT OF POLICY; AUTHORIZATION.

    (a) Statement of Policy.--It is the policy of the United States 
that all territorial claims by the People's Republic of China over the 
Tibet Autonomous Region are invalid and without merit.
    (b) Authorization.--The President is authorized to recognize the 
Tibet Autonomous Region of the People's Republic of China as a 
separate, independent country, in accordance with subsection (a).
