Bill Summary
This bill, titled the "Public Housing and Section 8 Operational Response Act for COVID-19," authorizes additional appropriations for public housing operations and tenant-based rental assistance for the fiscal year 2020. The bill allocates $5 billion for the Public Housing Operating Fund and $3.5 billion for tenant-based rental assistance, with a portion of these funds available for administrative fees. Additionally, any waivers or alternate requirements made under the CARES Act will also apply to these funds.
Possible Impacts
1. The additional funding for public housing and tenant-based rental assistance could provide much-needed financial support for low-income individuals and families who are struggling to afford housing during the COVID-19 pandemic. This could help prevent homelessness and provide stability for those who are already living in public housing or receiving rental assistance.
2. The specific allocation of funds for administrative fees under section 8(q) of the United States Housing Act of 1937 could impact the staffing and resources available at public housing agencies, potentially affecting the quality and timeliness of services provided to residents.
3. The applicability of waivers and alternative requirements made by the Secretary of Housing and Urban Development could potentially impact the eligibility and access to housing assistance for certain individuals or families, depending on the specific waivers or requirements that are in place. This could potentially have a disproportionate effect on marginalized communities or individuals with specific needs.
