Bill Summary

This bill, which has not yet become law, is designed to provide relief to individuals who owe debts to the United States in the form of benefits administered by the Secretary of Veterans Affairs. During the COVID-19 emergency period, the Secretary is prohibited from taking any action to collect these debts, including recording them, issuing notices, or charging interest or administrative fees. However, individuals may still make payments towards these debts if they choose to do so. The bill defines key terms such as "covered debt" and "covered period" and references other laws and government agencies.

Possible Impacts

1. This legislation could affect veterans who are unable to pay their debts due to the COVID-19 pandemic. They would be protected from actions such as collections and recording of their debt for a certain period of time.
2. The legislation could also affect individuals who are responsible for paying a veteran's debt, such as a fiduciary. They may choose to make a payment during the covered period to avoid penalties.
3. This legislation could also affect consumer reporting agencies, as they would not be allowed to report a veteran's debt during the covered period.
