    The Congress finds the following:
            (1) The spread of COVID-19, which is now considered a

            (2) Housing counseling is critical to ensuring that
homeowners have the resources they need to navigate the loss
mitigation options available to them while they are
        experiencing financial hardship.

SEC. 3. HUD COUNSELING PROGRAM AUTHORIZATION.

There is authorized to be appropriated the Secretary of Housing and
Urban Development $700,000,000 to carry out counseling services
described under section 106 of the Housing and Urban Development Act of
1968 (12 U.S.C. 1701x).
