Bill Summary

This legislation, known as the Every Word We Utter Monument Act, authorizes the establishment of a commemorative work in the District of Columbia and its surrounding areas. The purpose of this monument is to honor the women's suffrage movement and the passage of the 19th Amendment, which granted women the right to vote. This act requires that the establishment of the monument complies with the standards set forth in the Commemorative Works Act. It also prohibits the use of federal funds for the establishment of the monument, making the Every Word We Utter Monument solely responsible for accepting and managing contributions for the project. Any excess funds received will be deposited into a specific account with the National Park Foundation for future memorial projects. This legislation also requires that the budgetary effects be determined and reported prior to its passage.

Possible Impacts

1. The legislation, through the establishment of the Every Word We Utter Monument, would commemorate the women's suffrage movement and the passage of the 19th Amendment, potentially bringing attention and recognition to the struggles and achievements of women in the fight for voting rights. This could inspire and empower women and promote gender equality.
2. The prohibition on the use of federal funds for the establishment of the commemorative work could limit the resources available for the monument's construction and maintenance. This could delay its completion or potentially hinder its quality and impact.
3. The requirement for excess funds to be deposited in a separate account with the National Park Foundation for memorials could ensure that the funds are used for the intended purpose of honoring the women's suffrage movement and the 19th Amendment. However, it could also lead to potential conflicts if there are disputes over the use of the funds.
