Bill Summary
This legislation, titled the "Mid-Decade Census Act," aims to amend the current United States Code to require a mid-decade census of population for the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands. This means that in addition to the regular census that occurs every 10 years, a census will also be conducted in 2025 and every 10 years thereafter for these territories. The purpose of this mid-decade census is to obtain accurate and updated population data for these regions. The legislation also specifies a budget of $12 million for fiscal years 2020 to 2024 and $6 million for each following year to carry out these amendments.
Possible Impacts
1. The mid-decade census could provide more accurate population data for the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands, potentially leading to increased funding and resources for these territories.
2. The appropriation of $12,000,000 for the mid-decade census and subsequent funding could potentially create job opportunities for individuals in these territories who may be hired to assist with the census.
3. The amendment could also result in changes to congressional representation and allocation of electoral votes for the territories, potentially affecting the political power and representation of their residents.
