Bill Summary

The "Federal CIO Authorization Act of 2019" is a proposed law that would amend chapter 36 of title 44 of the United States Code. Its purpose is to make changes related to electronic government services and processes. This includes renaming certain offices and funds, such as changing the "Office of Electronic Government" to the "Office of the Federal Chief Information Officer" and the "E-Government Fund" to the "Federal IT Fund."
The Act also establishes a new position of "Federal Chief Information Security Officer" within the Office of Management and Budget, who will be responsible for directing cybersecurity efforts and overseeing information technology expenditures for federal agencies.
The Act also requires agencies to report on their information technology expenditures and establishes a process for publicly disclosing this information. Finally, the Act requires the Federal Chief Information Officer to submit a proposal to Congress for consolidating information technology and increasing the use of shared services across the federal government. No additional funds are authorized for this Act, and it must be carried out using existing funds.

Possible Impacts

1. The Act could potentially lead to changes in the way government agencies handle and report their information technology expenditures. This could affect people by increasing transparency and accountability, as well as potentially reducing duplication and waste of resources.

2. The Act's establishment of a Federal Chief Information Security Officer could lead to improved cybersecurity efforts and protection for sensitive information and personal data. This could directly benefit citizens and individuals whose information is held by government agencies.

3. The Act's proposal for consolidating and increasing the use of shared services could potentially result in cost savings for the federal government. This could indirectly benefit people by freeing up funds for other government programs and services that may directly impact their lives.
