Bill Summary

The "Stopping Threats On Pedestrians Act of 2019" (STOP Act) is a bill that aims to prevent pedestrian injuries and acts of terrorism in areas with high pedestrian traffic by establishing a bollard installation grant program. Within a year of the bill's enactment, the Secretary of Transportation must create a program to provide grants to local government entities for bollard installation projects. To be eligible for the grant, the government entity must submit an application including a description of the project, the risks in the area, and how the project will mitigate those risks. The grant must be used solely for the bollard installation project and the federal government can cover up to 100% of the cost. The bill authorizes a budget of $5,000,000 per fiscal year for 2020-2029 to carry out this program. A bollard installation project refers to the installation of raised concrete or metal posts on sidewalks next to roads to slow or stop vehicles.

Possible Impacts

1) Businesses and organizations could face increased costs if they are required to install bollards in areas with high pedestrian traffic. This could potentially impact their bottom line and financial stability.
2) Local governments, particularly in urban areas with high pedestrian activity, may have to redirect resources and funding towards bollard installation projects in order to receive a grant. This could potentially affect other important projects and initiatives in the community.
3) Pedestrians and drivers may experience temporary inconveniences or delays as bollard installation projects are carried out. This could impact their daily routines and potentially cause frustration or dissatisfaction.
