Bill Summary
The National Firearms Amendments Act of 2019 is a bill that aims to amend the existing Internal Revenue Code of 1986 in order to make certain types of semiautomatic rifles subject to the regulations of the National Firearms Act. Specifically, any semiautomatic rifle that is capable of accepting a detachable magazine would fall under the definition of a firearm in the National Firearms Act. This bill also includes a definition for "detachable ammunition feeding device" and "ammunition feeding device" and outlines the requirements for registration of such firearms. The Bureau of Alcohol, Tobacco, Firearms, and Explosives would be authorized to receive funding in order to carry out the provisions of this Act.
Possible Impacts
1. The bill could affect gun owners who possess semiautomatic rifles with detachable magazines, as they would be required to register their firearms and potentially face criminal charges if they fail to do so within 120 days of the bill's enactment.
2. The bill could also affect gun manufacturers and retailers, as they would need to ensure that all semiautomatic rifles they sell comply with the new regulations and potentially face financial losses if their products no longer meet market demand.
3. The bill could also impact law enforcement agencies, as they would be responsible for enforcing the new regulations and potentially face challenges in identifying and tracking the ownership of semiautomatic rifles with detachable magazines.
