Bill Summary
The Indian Programs Advanced Appropriations Act allows for advance appropriations authority for certain accounts of the Bureau of Indian Affairs and Bureau of Indian Education of the Department of the Interior and the Indian Health Service of the Department of Health and Human Services. This means that beginning in fiscal year 2020, new budget authority will be provided for these agencies and will include advance new budget authority for the following fiscal year. This act also requires the applicable Secretaries to include detailed estimates of funds necessary for these accounts in the President's budget submission. The covered accounts include accounts for operation of Indian Programs, contract support costs, and the Indian Guaranteed Loan Program for the Department of the Interior; and accounts for the Indian Health Services and contract support costs for the Department of Health and Human Services. Additionally, this act amends section 1105(a) of title 31 to require information on appropriations estimates for the covered accounts in the following fiscal year to be included in the President's budget submission.
Possible Impacts
1. This legislation could potentially affect Native American communities by providing advance appropriations for certain accounts, which could lead to more resources and support being available for them.
2. It could also impact budgeting and funding for the Department of the Interior and the Department of Health and Human Services, as they would need to provide detailed estimates for the covered accounts in support of the President's budget.
3. The inclusion of Contract Support Costs in the covered accounts could potentially affect the amount of financial support received by Native American communities for their self-governance and self-determination initiatives.
